From 1996 to 2005, Mr. Corle founded Spatial Technologies Industry Association (STIA) and served as its president. He testified before Congress on behalf of STIA’s members on issues of importance to the industry. STIA supported the industry’s public sector presence to better address policy issues, legislation, and regulatory actions that limited the market potential of individual companies.

EXECUTIVE VICE PRESIDENT,
INSURANCE/RISK Management
Mr. Powell has been a nationally recognized subject-matter expert for over 45 years on insurance and risk management. He is responsible for all decisions on risk management issues that directly impact the strategic direction of Northport and its clients. In addition, he sets Northport’s strategic risk management vision.
He has highly developed communications skills, is a team player, and is a change agent. He is strategic and creative and possesses excellent project management skills and the ability to drive performance from all areas within the company. Monitors and reports results on compliance, ethics, risk, safety, and security efforts for Northport and its clients. He delivers Northport’s strategy using exceptional and highly developed leadership and business skills and a network of internal and external alliances.
Stuart, from 2004 to 2014, managed the agency of record in North Carolina, which brokers most coverages for the State; managed the Errors and Omissions insurance program for Association membership, and managed the group benefits program for Independent Insurance Agents of North Carolina (IIANC) association membership and is the technical resource for insurance coverage and regulatory issues.
In this position, Powell managed an agency that brokered all insurance coverages purchased by the State of North Carolina and its constituent agencies, entities, and universities except Workers’ Compensation, which is self-insured, and the Health Plan for state employees. The Division of Risk Management of the North Carolina Department of Insurance oversaw the agency operations. Some of the principal insurance programs managed by the agency included:
- A retrospective rated auto liability program covering 40,000+ vehicles.
- A layered and quota shared property insurance program with 18 insurers participating which reinsured the State Property Insurance Fire Fund. The Fund covers more than 15,000 locations and total insured values of $35 billion. The layered and quota shared property insurance program carried limits of insurance of $750 million.
- A fine arts program covering objects d’art owned by the state and its 16 universities. Fine arts placements have covered separately the Dead Sea Scrolls, 40 Rembrandt paintings and 20+ vintage Porsches.
- Equipment breakdown coverage for 4,000+ pressure vessels including two co-generation plants and one nuclear reactor.
- An athletic accident insurance program covering varsity athletes for the 15 universities with intercollegiate sports.
- A manuscript general liability policy covering all employees of the State of North Carolina under the provisions of the Defense of State Employees Act. Participated as a principal editor and re-drafter of the manuscript coverage form.
Mr. Powell has excellent communication and project management skills. He drives exceptional performance from all areas in our company while monitoring and reporting the results of our compliance, ethics, risk, safety, and security efforts.
He received a BA degree from Catawba College and an MA degree from Wake Forest University. He also holds nine insurance designations.

Contract Vehicles
Service-Disabled Veteran-Owned Small Business (SDVOSB)


Sole source or set-aside contracts are allowed under the SDVOSB procurement program. In accordance with 13 C.F.R. 125.19 and 125.20, contracting officers may award a sole source or set-aside contract to SDVOSBs if certain conditions are met.
Awards can be made to SDVOSBs below the simplified acquisition thresholds. Although not mandatory, contracting officers may set aside requirements at or below the simplified acquisition thresholds for consideration among SDVOSBs using simplified acquisition procedures.
Joint ventures are allowed under the SDVOSB program. In accordance with 13 C.F.R. 125.15(b), SDVOSBs may enter into a joint venture agreement with one or more other small business concerns to perform an SDVO contract. A joint venture of at least one SDVOSB and one or more other business concerns may submit an offer as a small business for a competitive SDVOSB procurement. However, this can only be done if each concern is small under the size standard corresponding to the NAICS code assigned to the contract.
